A total small business set-aside limits competition to businesses that are small under the SBA size standards for the notice's NAICS code. No special certification is needed beyond qualifying as small and being registered in SAM.gov. Contracting officers generally set work aside when they expect offers from at least two capable small businesses at fair market prices (the "rule of two" in FAR Part 19 (Small Business Programs)).
